Point each one at a page you have written: Privacy Policy, Cookies Policy, Terms of Service. The theme links to whatever you pick here, so the footer, the consent banner and the signup form cannot disagree about where your policy is.

The theme creates the DMCA request form; the policy text is yours to write.

Erasing purchase records decides what happens when a reader asks to be deleted: anonymize keeps the transaction and forgets who made it, delete removes it. Anonymize is usually right, because a purchase record is also your accounting record, and deleting it makes your books disagree with your gateway’s.

Which of the three appear along the bottom of every page. Most jurisdictions expect at least the privacy policy to be reachable from everywhere.

Show banner and the wording it uses.

Whether you need one depends on where your readers are, not where you are. A site with European readers running any analytics or advertising needs consent before those load, and the banner is built to hold ad placements back until it has been given, so declining actually means something rather than being recorded and ignored.

If you run no analytics, no ads and take no payments, you may need nothing at all. That is a question for somebody who knows your jurisdiction, and this documentation is not that.
